How the practice works
The simplification program starts by identifying the decisions that cross businesses, regions and functions. It records who makes them today before proposing a cleaner structure. A box removed from an organization chart counts only when its work has a sensible destination.

A working example
For a regional purchase, the practice separates budget authority, supplier selection and local implementation. Those decisions may sit in different places without requiring every participant to approve all three. The revised process is tested with an actual purchase.
