How the practice works
The briefing begins with what the executive is being asked to decide. It then gives the consequences, supporting evidence and alternatives. The full program record remains available by reference, relieving the reader of the obligation to reconstruct the recommendation from its entire history.

A working example
A delayed migration needs either a scope reduction or a later date. The briefing names both options and the operational consequence of each. A statement that work remains broadly on track would be shorter, but would not help the sponsor choose.
