How the practice works
A project covers work up to ten million dollars; a program covers the next range through five hundred million. Above that sits a Mr Biggs Matter. Classification determines oversight and sponsorship, but does not determine how many slides are required to explain the first useful decision.

A working example
The EPMO checks scope, dependencies and financial exposure before assigning the category. Related work is considered together so that splitting a program into convenient project-sized pieces does not make the dependencies disappear.
