How the practice works
An escalation explains the unresolved choice, its effect and the authority needed to settle it. The receiving forum should be able to act. Merely distributing the problem to more senior people increases awareness without necessarily changing the route to resolution.

A working example
A regional team cannot meet two conflicting deadlines. The escalation names the trade-off and the services affected. The sponsor sets the priority, and the decision returns to the delivery plan rather than remaining in the meeting minutes.
