The process
Eligibility requires a current charter, reconciled status and a clearly framed decision. A program seeking help with an unreconciled status may therefore need a pre-steering conversation before it can obtain the help required to become eligible for steering.

The PMO provides an exception route for material issues that should not wait. The route is recorded because urgent decisions still require authority, but the need for a perfect pack is not allowed to conceal an imperfect operation.
