The process
Items enter the register under the category best describing their current condition. Usual adds a Classification Review where an assumption becoming an issue can be considered for reclassification. Until then, it remains an assumption that has become demonstrably inconvenient.

At the next gate
A dependency date passes without delivery. The item changes from dependency to issue while retaining its history and owner. It should not disappear from the dashboard because the old category no longer describes it, although the system has previously offered that interpretation.
