The process
Requests explain the proposed change, consequences and alternatives. The board confirms authority and records its decision. Usual's Board Readiness Subgroup checks whether the request can reach the board, while the Decision Interpretation Group later confirms whether the board intended what it said.

At the next gate
A schedule change affects cost. The request is considered jointly so that one approval does not quietly invalidate the other. The resulting decision should be executable without requiring the delivery team to infer the board's mood.
