The process
A proposal enters Idea Registration, Concept Validation and Sponsorship Confirmation before receiving an initiative identifier. The identifier is required to book the Charter Clinic, which reviews the charter needed for Concept Validation. An interim identifier can resolve the loop after Interim Identifier Approval.

At the next gate
Teams are advised to bring a sponsor with sufficient authority and patience. The PMO records the route taken so that successful applicants can later explain how they managed it. Their account becomes a case study rather than an automatic simplification.
