The submission includes meeting records, version history and unresolved questions carried forward from earlier reviews. The binder may be digital provided its table of contents preserves the experience of carrying it.

Inside the process
A candidate demonstrates that an approval was granted, rescinded, clarified and reinstated under a different title. The assessment asks whether the final title has been updated in every reference to the first approval. The underlying change is inspected after the document lineage.
