The Usual extension
The Usual measure records the visibility earned by an initiative through reviews, executive mentions and repeated inclusion in portfolio packs. It is displayed separately from cost and schedule performance. Combining the measures would allow a late project to improve its apparent condition by attending more meetings.

Inside the process
A troubled program receives exceptional senior attention and earns a high visibility score. Its delivery status remains late. The separate columns make both statements possible without allowing interest in the problem to count as progress on it.
