The ambition
The plan combines three horizons with ten enterprise themes. Themes include capability, markets, leadership, technology and integration; the remaining themes are maintained in the controlled theme register. Teams may not add an eleventh theme without identifying which existing theme will become more broadly defined.

How it is structured
A region proposes a new priority that fits none of the current headings. The program broadens Integration to include it, preserving the simplicity of the published model. The expanded definition is circulated as evidence that the framework remains adaptable.
