The model
A benefit moves from proposed to enabled to observed to retained. Each state requires different evidence. Savings should not enter the retained column merely because someone has removed them from next year's budget. That is an expectation with unusually immediate consequences.

In practice
A system consolidation promises lower support cost. Licences end, but the old interface still needs maintenance. The waiting room keeps both facts in view and prevents the program from claiming the full benefit while Operations pays to preserve the dependency.
