Readiness improves when a team resolves a condition. It can also appear to improve when the team changes the definition of ready. Track both movements separately. The curve gives the program a stable view of remaining conditions even when the presentation has acquired a new finish line.

In practice
A portal is ready for pilot, then ready for controlled launch, then ready for managed adoption. Each stage has real work behind it. The problem begins when the same access defect is carried through all three under a more encouraging heading.
