The model
Count the handoffs required between a recommendation and an executable instruction. Then identify which handoffs can change the decision and which merely confirm that a handoff occurred. The index is a map of decision friction, not a ranking of colleagues who reply slowly.

In practice
A stationery change crosses four functions, two regions and a steering group. Only Procurement can place the order. Six other participants have legitimate interests, but an interest does not automatically require another approval gate.
