The model
PENDING distinguishes seven conditions that are usually collapsed into one amber status: proposed, examined, noted, deferred, indicated, negotiated and generally supported. The sequence is not a promise of progress. Its purpose is to make a delay specific enough that someone can be asked about it.

In practice
A facilities request has been generally supported for three quarters. The model locates the missing decision between negotiation and budget release. The sponsor can now choose whether to fund the work or commission a clearer description of its importance.
