The language of value capture tends to move faster than the operating evidence. A contract changes, a system launches or a team consolidates, and the forecast benefit appears in the closing presentation. The receiving operation may still be absorbing transition costs and unresolved dependencies.

What follows
Tracking the benefit to its actual destination produces a more useful record. The program can describe what has been enabled while the operating owner confirms what has occurred. Neither needs to borrow the other's milestone to demonstrate progress.
