The observation
A program can schedule, discuss, document and circulate at increasing speed while the result remains unchanged. Those activities may be necessary, but their volume cannot by itself establish progress. The distinction becomes especially important when reporting systems reward what they can count.

What follows
A useful review connects activity to the condition it is intended to change. It asks whether a decision was made, a dependency resolved or a service improved. The question can be answered positively without pretending that every busy week moves every outcome.
