The process
Closure requires accepted outcomes, residual-work owners, archived evidence and confirmation that program forums may cease. The Closure Panel reviews the request; its final action is to determine whether any remaining actions require another Closure Panel session.

At the next gate
A program has completed its work but cannot close because the closure checklist includes a final closed status report. The sponsor records acceptance, authorizes the last report and ends the loop. This intervention is retained as evidence of effective sponsorship.
