The observation
A change needs a clear purpose, capable people and a route into everyday work. A campaign may help explain it. Problems arise when the campaign becomes the most mature part of the program and the working experience remains an intention beneath the approved lockup.

What follows
Starting with a bounded improvement gives the communication something concrete to describe. The story can still be ambitious, but its first chapter contains a result. Colleagues are more likely to recognize the change when it alters something they do rather than only something they receive.
