The framework and its scope
The review establishes staffing, equipment, access and recovery arrangements before a program enters service. Each open condition has an owner and a target date. The review may close with conditions outstanding if the sponsor accepts the proposed resolution schedule.

The Usual application
A program completes its staffing and equipment checks while waiting for site access appointments. The review is signed off with access recorded as a condition. The launch date remains in the portfolio report until the customer confirms a replacement.
