The model
Closure requires an accepted result, a named operational owner, a record of remaining work and a decision about the program structure. Residual tasks may continue after the program ends. They do not automatically justify retaining every forum, report and title.

In practice
A platform is operating and support has accepted it, but a weekly program meeting continues to track minor enhancements. The standard transfers those items into the service backlog and ends the meeting. The calendar becomes the final evidence of closure.
