The initiative
The program gathers available consumption information and records differences in coverage, occupancy and measurement. Those differences are retained when results are compared. A baseline provides a reference for action; it should not become a particularly long-lived reason to postpone every action.

What it looks like
Two offices report different reductions, but one also reduced its occupied space. The review separates the operational change from the measurement boundary, allowing both to be understood without forcing them into an unsupported ranking.
