The framework and its scope
The review maps controls against risks, identifies duplication and considers the cumulative effort placed on the operating team. Proposed removals go to the Control Preservation Panel with the original risk assessment and the most recent test results. The panel also requests confirmation from the office that introduced the check, including offices since absorbed into other functions.

The Usual application
An eight-step review has six checks against the same source and no independent verification of the underlying fact. The team proposes one stronger check. The panel requests a six-week parallel run before retiring the other five checks.
